The short answer

To launch a Meta Ads campaign, first make sure your ad account, Meta Pixel and conversion tracking are ready. Plan the objective, audience, structure and names on paper. In Ads Manager, click Create, pick the objective, set the conversion event and budget, add your audience and ads, then publish. Leave it alone for 7 days while it learns.

Before you start

By the end of this SOP

A live campaign that is tracked, named properly and built from a written plan.

Time
1–2 hours (first time)
You’ll need
A Meta ad account with a payment method (SOP 010), the Meta Pixel (SOP 005) and conversion tracking (SOP 017).
Who does this
The person responsible for paid advertising.
About this SOP: why it matters, where and when

Why it matters: Most wasted ad spend comes from skipping the boring parts: no tracking, no plan, random names. A repeatable process fixes that.

Where: In Meta Ads Manager, plus a planning sheet.

When: Every time you launch a new campaign.

Stage 1

Get the account ready

Do these once per business. If any box is unticked, stop and finish it first.

  1. 1

Ad account created inside a business portfolio, with a payment method added (SOP 010).

  2. 2

Meta Pixel installed and firing PageView on every page (SOP 005).

  3. 3

The result you want (lead, purchase) is tracked as an event or custom conversion, firing only when the form is really submitted (SOP 017).

  4. 4

Agency standard: Conversions API also sends that event from the server, so fewer results go missing (SOP 005).

  5. 5

The client owns the business portfolio, ad account and payment method. You work in it as a partner (SOP 062).

  6. 6

Facebook Page and Instagram account connected to the business portfolio (SOP 114).

Stage 2

Plan it on paper

Ten minutes of planning saves days of fixing. Write each answer down.

  1. 1

Where does this campaign sit in your funnel: cold, warm or hot traffic? (SOP 075)

  2. 2

Which objective matches the goal? (SOP 070)

  3. 3

Who are you targeting, and who are you excluding? (SOP 074)

  4. 4

How many campaigns, ad sets and ads, and which creatives does each need? (SOP 069)

  5. 5

Write the name for every campaign, ad set and ad before you build (SOP 073).

    Tip

Keep the plan in one sheet per client. Add to it every launch instead of starting a new one.

Stage 3

Build it in Ads Manager

  1. 1

Open Ads Manager, check the right ad account is selected (top left), and click the green “+ Create” button.

  2. 2

Choose your objective and click Continue. Paste your campaign name from the plan.

  3. 3

Ads about loans, insurance, jobs, housing or politics? Turn on the Special Ad Category now, at campaign level (SOP 070).

  4. 4

Campaign level: set the budget. Advantage+ campaign budget (one budget shared by all ad sets) is the simplest start.

    • Starting rule: daily budget ≈ 7 × your target cost per result, per ad set. Target ₹300 per lead → about ₹2,100 a day.
    • Remember Meta adds 18% GST on top in India.
  5. 5

Ad set level, conversion location: choose where the result happens.

    • Website, then pick your conversion event.
    • Messaging apps → WhatsApp, if enquiries come on WhatsApp.
    • Instant forms, if Meta collects the lead (choose Higher intent).
  6. 6

Ad set level, audience: location, language, minimum age, Advantage+ audience on, plus any suggestions from your plan. Exclude existing customers or leads with a custom audience.

  7. 7

Ad set level, placements: Advantage+ placements unless you have a clear reason to choose manually.

  8. 8

Ad level, identity: your Facebook Page and Instagram account.

  9. 9

Ad level, creative: add 4–8 clearly different ideas. Upload vertical (9:16) and square (1:1) versions of each.

  10. 10

Ad level, text: primary text, headline, call to action and website URL.

  11. 11

Ad level, tracking: in “URL parameters” add utm_source=facebook&utm_medium=paid&utm_campaign={{campaign.name}}&utm_content={{ad.name}} so Google Analytics knows which ad sent each visitor.

  12. 12

Check the preview on Feed, Stories and Reels, then click Publish.

Stage 4

After launch: hands off

  1. 1

Ads show “In review” first. Approval usually takes up to 24 hours.

  2. 2

Don’t edit for 7 days. Each ad set needs about 50 results a week to exit the learning phase, and big edits restart it.

    Note

Pause only if something is clearly broken: wrong link, wrong audience, or spend with zero tracking.

  3. 3

After 7 days, compare cost per result between ad sets and ads, then check the real outcome in the client’s lead sheet: how many leads picked up the phone, attended a demo, enrolled?

    • Cheap instant-form leads that never answer are not cheap. Judge on cost per qualified lead.
    • Scale winners slowly: about 20% more budget every 3–4 days, or duplicate into a new ad set.
  4. 4

Every 2–3 weeks, add new creative ideas before frequency climbs and results fade.

Agency playbook

Doing this for a paying client

What a senior checks before calling the job done. Numbers are starting rules; compare them with the account’s own history.

What good looks like

  • Within 24 hours of approval, ads are delivering, spend is pacing, and the conversion event appears in Events Manager from both pixel and Conversions API.
  • Event Match Quality for the main event is “Good” or better before you scale (starting rule).
  • A test lead or purchase reaches the client’s CRM (customer relationship management system) or sheet with the ad name, and their team calls it back.
  • The report notes the attribution setting. Since March 2026 click-through needs a link click; other clicks count under 1-day engage-through.
  • By day 3, daily spend is within about 20% of plan (starting rule). Bigger gaps mean a budget, audience or approval problem.

Mistakes we see on real accounts

  • Lead form with only name and phone. Cheap leads flood in, sales can’t qualify them, and the client stops trusting Meta.
  • Launching on Friday evening. Ads approve overnight, nobody checks at the weekend, and a broken link burns two days of budget.
  • Duplicating one ad set five times “to test”. They compete in the same auction, split learning and push costs up.
  • Another client’s dataset selected in the ad set. Results aren’t tracked and the campaign optimises blind.

Agency checklist before you call it done

  • A second person checks link, UTM tracking, Special Ad Category, location, language, exclusions and budget before Publish.
  • Submit a test lead and confirm it lands in the CRM with source and ad name. Tell the client’s team to ignore it.
  • Copy checked for policy: no personal attributes (“Are you diabetic?”), no guaranteed results, no misleading before-and-after claims.
  • Screenshots of campaign, ad set and ad settings saved in the client folder.
  • Comment moderation owner named, and hidden words added on the Page.
  • Change-log entry: campaign name, launch date and time, budget, approver.
  • Client sign-off on final creatives and copy saved (email or WhatsApp screenshot).
  • Calendar reminders set for the 24-hour health check and the day-7 review.

Handover message to the client

Hi [Client name], your campaign “[campaign name]” is live from [date]. Daily budget ₹[2,000] + 18% GST. Leads will arrive in [Google Sheet/CRM]; please call each one within 1 hour. The first 7 days are Meta’s learning phase, so costs will move. First review on [date].

Senior tip

Separate testing from scaling. Test new creative in a small campaign, then move winners into the main campaign using the existing post ID, so they keep their likes, comments and social proof.

Practice & check

Now do it for real

Reading is not doing. Open your own account and complete this task before you move on.

Practice task (5 min)

Write the full plan for one campaign for a real or practice business: objective, audience, structure, names and budget. Then build it in Ads Manager and stop before Publish.

Prove it

1. What should you check before launching a Sales campaign?
2. Your campaign launched yesterday. Cost per lead looks high. What do you do?

Two questions. Get both right and this SOP is done.

Common questions

How much budget do I need to start Meta Ads in India?

A useful starting rule is about 7 × your target cost per result per day for each ad set, plus 18% GST. If you want leads at ₹300, that is about ₹2,100 a day. Smaller budgets work, but results stay unstable for longer.

How long does Meta take to approve ads?

Most ads are reviewed within 24 hours. Some take longer, especially for new ad accounts.

Should I use Advantage+ for my first campaign?

Usually yes. Advantage+ audience and placements work well for most accounts. Turn individual levers off only when your plan has a clear reason.

Done. That’s a real skill, not a certificate.
