The short answer
Google Ads conversion tracking records the leads and sales that come from your ads, so you can see which keywords work and Smart Bidding can find more of them. To set it up, go to Goals → Conversions → Summary and create a Website conversion action. Choose “Use Google Tag Manager” to get the Conversion ID and label. In GTM, add a Google Ads Conversion Tracking tag with those values and a trigger for your thank-you page or form, add a Conversion Linker, then publish and test.
Before you start
By the end of this SOP
Your conversion action shows “Recording conversions” or “No recent conversions” in Google Ads, not “Unverified”.
- Time
- 15–30 minutes
- Who does this
- The person responsible for paid advertising or analytics.
About this SOP: why it matters, where and when
Why it matters: Without conversions, Google Ads optimises for clicks. With them, it optimises for leads and sales.
Where: In Google Ads and Google Tag Manager.
When: Before you launch your first campaign, and every time you add a new important action.
Stage 1
Create the conversion action in Google Ads
- 1
In Google Ads, click Goals (trophy icon) → Conversions → Summary, then “+ Create conversion action”.
- 2
Choose “Website”, enter your website URL and click Scan.
- 3
Click “+ Add a conversion action manually”.
- 4
Fill in the settings:
- Goal and action optimisation: pick the closest category, e.g. Submit lead form or Purchase.
- Conversion name: short and clear, e.g. “Lead – Course enquiry”.
- Value: optional. A lead worth ₹500 to you? Enter it. For sales, use the real order value.
- Count: “One” for leads (one lead per click), “Every” for purchases.
- Click-through window: match how long people take to decide. 30 days is fine to start.
- Attribution: Data-driven (recommended).
- 5
Set it as a Primary action. Only the real lead (or purchase) should be Primary, because Smart Bidding optimises for Primary actions.
- WhatsApp clicks, calls and GA4 imports of the same lead should be Secondary, so one lead isn’t counted twice.
- 6
Click Done, then Save and continue.
- 7
On the tag setup screen choose “Use Google Tag Manager” and copy the Conversion ID and Conversion label.
Tip
Keep this tab open. You will paste both values into GTM in the next stage.
Stage 2
Create the trigger in GTM
Tell GTM when a conversion happens. Pick the trigger that matches your website.
- 1
Thank-you page (best): Triggers → New → “Page View” → “Some Page Views” → Page URL contains /thank-you-enquiry. Name it “Page View – Thank you enquiry”.
- 2
No thank-you page: use the form plugin’s success event as a “Custom Event” trigger (e.g. wpcf7mailsent for Contact Form 7). This fires only on a real submit.
- 3
Last resort: Triggers → New → “Form Submission”, tick “Check Validation”, and limit it to the page the form is on (Page URL contains /contact).
Note
Some form builders don’t send a standard submit event. If the trigger never fires in Preview, use the form plugin’s thank-you redirect instead.
Stage 3
Create the conversion tag in GTM
- 1
First add the Google tag for Ads: Tags → New → “Google Tag”, Tag ID = your AW-XXXXXXXXX Conversion ID, trigger “Initialization – All Pages”. Name it “Google Ads – Google tag”.
- 2
Tags → New → Tag Configuration → “Google Ads Conversion Tracking”. Name it “Google Ads – Lead conversion”.
- 3
Paste the Conversion ID and Conversion label. Add a value and currency (INR) only if you set one in Google Ads.
- 4
Under Triggering, pick the trigger you just made. Save.
- 5
If GTM asks for a Conversion Linker, click Create, set it to fire on All Pages, and save.
Note
The Conversion Linker keeps the ad click ID so conversions can be matched to ads.
- 6
Turn on enhanced conversions: in Google Ads → Goals → Settings → Enhanced conversions, tick it and choose Google Tag Manager. In GTM, open the conversion tag, tick “Include user-provided data from your website” and pick the form’s email and phone fields.
- The email and phone are hashed (scrambled) before they leave the site. Google uses them to match leads to ad clicks when cookies are missing.
- 7
Submit, name the version “Google Ads lead conversion”, and Publish.
Stage 4
Test the conversion
- 1
In GTM, click Preview, connect your site, and complete the conversion (submit the form or reach the thank-you page).
- 2
Your “Google Ads – Lead conversion” tag should appear under Tags Fired, and only after the conversion. Visit an unrelated page to check it doesn’t fire there.
- 3
In Google Ads → Goals → Conversions, check the status. “Recording conversions” or “No recent conversions” means it works.
Note
Status can show “Unverified” for up to 48 hours after setup. That’s normal.
- 4
Also open Goals → Conversions → Diagnostics. A tag that fired in GTM Preview doesn’t prove Google Ads recorded it; Diagnostics shows whether conversions and enhanced data are actually arriving.
- 5
Next level (agency standard): import what happens after the lead. Upload qualified leads or enrolments from the client’s CRM through Google Ads Data Manager, so Smart Bidding chases real customers, not form fillers.
- Add a “Calls from ads” conversion too if the client takes enquiries by phone.
Agency playbook
Doing this for a paying client
What a senior checks before calling the job done. Numbers are starting rules; compare them with the account’s own history.
What good looks like
- Each real outcome has exactly one Primary action. Everything else that measures the same lead is Secondary.
- Starting rule: over two weeks, Google Ads leads sit within about 10–20% of the client’s CRM (customer relationship management) count, after conversion lag.
- Enhanced conversions diagnostics show data arriving and no errors on the conversion action.
- Lead value reflects business value. Example: ₹40,000 course × 5% enrol rate = ₹2,000 per lead.
- Each campaign uses the conversion goals you intended: account default or a campaign-specific goal, checked campaign by campaign.
Mistakes we see on real accounts
- Leaving auto-created page view or imported GA4 actions as Primary. Smart Bidding chases visits, CPA looks great, and the sales team gets nothing.
- Switching to Target CPA in week one. Starting rule: wait for roughly 15–30 conversions in 30 days, or bids swing wildly.
- Changing which action is Primary mid-month. Smart Bidding relearns, and costs jump for one to two weeks.
- Testing with real money clicks on your own ads. It costs the client and pollutes the data. Use GTM Preview instead.
Agency checklist before you call it done
- Record every conversion action’s name, ID, label and Primary or Secondary status in the client’s tracking sheet.
- Screenshot GTM Preview with the tag fired, the Conversions summary status and Diagnostics. Save to the client folder.
- Use one naming pattern across tools, e.g. “Lead – Form – Course enquiry” in Google Ads, GA4 and Meta.
- Agree the lead value with the client in writing before you enter it.
- Confirm the tag respects consent: Consent Mode v2 signals pass, and the tag waits for ad_storage where required.
- Set the thank-you page to noindex, so people finding it on Google don’t trigger fake conversions.
- Add a change-log entry: actions created, GTM version, date. Note the date so bidding changes are judged fairly.
Handover message to the client
Hi [Client name], lead tracking is live in Google Ads for [form or page]. We count each lead as “[conversion name]” valued at ₹[value]. Every Friday we will compare our count with your enquiry sheet. Please keep it updated.
Senior tip
Save the GCLID (Google click ID) and email in a hidden form field and the CRM from day one. Offline imports through Data Manager depend on them, and you can’t backfill missed leads.
Practice & check
Now do it for real
Reading is not doing. Open your own account and complete this task before you move on.
Practice task (5 min)
Create a lead conversion action for your practice site and set it up in GTM. Screenshot GTM Preview showing the tag fired after a test submit.
Prove it
Two questions. Get both right and this SOP is done.
Common questions
Where are conversions in the new Google Ads interface?
Click the Goals icon in the left menu, then Conversions → Summary.
Why does my Google Ads conversion say Unverified?
Google hasn’t seen the tag yet. It can take up to 48 hours. Test with GTM Preview to make sure the tag fires.
Do I need a Conversion Linker tag?
Yes, when you use GTM. It stores the ad click information so Google Ads can match conversions to the right click.
Should I import GA4 key events into Google Ads as well?
You can, but set the GA4 copy to Secondary if the Google Ads tag already tracks the same lead. Two Primary actions for one lead double-count and confuse Smart Bidding.
Done. That’s a real skill, not a certificate.
